Canada is going to strengthen control on borders at departure from the country.

How does the system work?

According to the immigration law of Canada, when entering the country, each traveler is obligated to honestly answer all questions asked by the immigration officer on the border. This process was introduced for the purpose of collection of data on people who officially visit the country.

However, a similar system was not adjusted for the accounting of people who leave the country. Therefore, for official structures, it was difficult to define dates of departure of travelers and their presence or absence in the country.

What innovations were introduced?

The ministry of Immigration, Refugees, and Citizenship of Canada (IRCC) and the Canadian Border Services Agency (CBSA) will shortly be able to obtain objective data on each person leaving and visiting the country. CBSA will have access to information from several official institutions and airlines, which will be obliged to provide this information 72 hours prior to the passenger’s departure. IRCC, in its turn, will be able to use multiple data resources for confirmation of the reliability of information on the immigrants applying for permanent residence, sponsorship, family immigration, refugee programs, etc.

What will be the cost of this innovation?

According to preliminary estimates, it will be necessary to allocate $79.6 million for the development of new systems for the collection of information within the next ten years. Airlines will also be responsible for investing $30.33 million during the same period. Estimated profit in 10 years is expected to be of $357.17 million.

This information will help to easily find illegal penetration into the country of unregistered immigrants and/or terrorists and to react to the announcements of disappearance and kidnapping more effectively. Also, with this system, it will easier to find those who avoid paying taxes. This practice is already effectively used in several developed countries, in particular, Great Britain and the USA.

By 2024 the immigration of Alberta could bring about 40,000 immigrants to rural communities.

The United Conservative Party (UCP) of Alberta offers a new course thanks to which it plans to integrate up to 40,000 immigrants into the rural communities within four years.

Local elections will take place in Alberta this spring, and several polls showed the leading positions of the United Conservative Party and its head Jason Kenney among the voters. Kenney, who used to hold a post of the minister of immigration of Canada from 2008 to 2013, said that UCP plans to recover the smallest rural communities by involvement of immigrants through two programs: Rural Renewal Program and Rural Entrepreneurial Stream.

In case of a winning over the New Democratic Party, Kenney promises that, being integrated, both programs will be able to provide communities with up to 10,000 permanent residents a year, or 40,000 during the first term of UCP rule.

Kenney said: “The goal will be to end large backlogs, speed up processing time, proactively attract talented newcomers from overseas, welcome job-creating entrepreneurs and encourage settlement in rural Alberta, which needs population the most.”

Rural Renewal Program, which according to Kenny, may attract approximately 32,000 potential immigrants (including their spouses and children) within four years, will give an opportunity to obtain additional points for the Express Entry system. Express Entry candidates, who also have the Provincial Nomination, will collect 600 additional points, which almost guarantees obtaining permanent resident status.

Another program is the Rural Entrepreneurial Stream. Jason Kenney said that UCP plans to invite about 500 experienced entrepreneurs a year, or 2,000 during the first term of UCP rule which will result in creation of at least 4,000 jobs. He also suggested that this program will become a “green light” for 8,000 new permanent residents.

The condition, which obliges potential businessmen to invest a certain minimum of funds and to commit to actively operate business in which they should own at least 51% of stocks, will be one of the Stream criteria. Suitable candidates will be able to obtain the two – year work permit which will let them apply for permanent residence in Canada.

Express Entry №106 – Canada is getting closer to the record

December 12, 2018, the Immigration, Refugees and Citizenship Canada (IRCC) held a new qualifying round for the selection of candidates from the Express Entry system. The government of Canada sent 3,900 invitations to candidates with the highest score. The minimum ranking score (CRS) of this selection remained the same as in the previous round and amounted to 445 points.

In total this year, Canada issued 85,900 ITAs via its Express Entry system. IRCC has already exceeded the goal announced at the beginning of the year to invite 74,900 immigrants in 2018 and is approaching the absolute record of the 86,023 candidates set in 2017. According to a new 2019-2021 Immigration Levels Plan, in 2019, Canada intends to invite 81,400 immigrants via Express Entry.

Canada and other 160 countries embrace UN migration pact

On Monday, December 10, 2018, Canada joined more than 160 United Nations (UN) member states that signed a new Global Migration Compact.

The new UN agreement sets 23 objectives for improving international cooperation on all forms of migration, from refugees to skilled workers.

While emphasizing the need to eliminate the “adverse and structural factors” that cause migrants to leave their country of origin, the objectives call for increasing “accessibility and flexibility of regular migration routes,” investing in skills development and promoting recognition of migrant’s skills, qualifications and competencies.”

The document also states that its goal is to optimize the “positive impact” of migration, which is called “the source of prosperity, innovation and sustainable development in our globalized world.”

The Canadian government stated that the pact is “the first multilateral framework for a global response to migration” and this happens at a time when about 258 million people are moving around the world. Of this number, 68.5 million are internally displaced persons who flee from war, violence, and discrimination.

In an interview with the Canadian Broadcasting Corporation (CBC), the Minister of Immigration, Refugees and Citizenship of Canada, Ahmed Hussen, said that the agreement provides the foundation for the international community on migration issues.

Ahmed Hussen, said the agreement helps countries empower migrants so that they can play a more active and positive role in their host communities. He also stressed that the agreement is not binding, which means that it serves as a set of guidelines for best practices in the field of migration.

The Canadian government recently announced 2019-2021 Immigration Levels Plan, according to which Canada will accept more than 1.3 million new immigrants. In 2019, Canada expects 330,800 new immigrants via various economic, family, and refugee immigration programs.

Pavel Lifanov: Alberta and Manitoba are waiting for students

Opportunities for immigration through education have always attracted many talented young people from around the world. More recently, important changes have occurred in the provinces of Manitoba and Alberta regarding foreign students. Pavel Lifanov, Vice president of Green Light Canada, provides more details about these changes.

According to Lifanov, the government of Alberta is extending the transition period for the Alberta Opportunity Stream List of Alberta Advanced Education Approved Post-Secondary Credentials to allow students and post-secondary educational institutions enough time to meet the new requirements. The new changes for Post-Graduate Work Permit holders will go into effect on April 1, 2019.

Foreign students who started their studies before April 1, 2019, in one-year certificate programs, and post-graduate certificate and diploma programs that are not on the Alberta Opportunity Stream List of Alberta Advanced Education Approved Post-Secondary Credentials will still be able to apply for the AINP based on old conditions if they meet all other requirements. Students who are admitted and registered on or after April 1, 2019, in one of these programs, will not be eligible to apply for AINP with a Post-Graduation Work Permit. Nevertheless, they will still have an opportunity to apply for the provincial Express Entry stream.

On November 30, 2018, Manitoba has opened a new immigration path for foreign students who graduated from the post-secondary institutions in the province. In order to be eligible for the Career Employment Pathway, candidates must have graduated from a full-time program of at least one year in length and be residing in the province at the time they submit their Expression of Interest (EOI). Therefore, Lifanov emphasizes that international graduates in Manitoba now have additional ways of immigration under the Manitoba Provincial Nominee Program (MPNP).

Lifanov concludes that provincial immigration through education continues to gain momentum, so those who want to take advantage of this way should keep your eyes open.

Evgeny Blumin summarizes the results of immigration to Ontario in 2018

Ontario is the most populated province of Canada, and its economy attracts the most successful immigrants. Evgeny Blumin, president of Green Light Canada, summarizes the results of immigration to Ontario in 2018.

In January 2018, the provincial government reported that the federal government, recognizing the success of the Ontario Immigrant Nominee Program (OINP) and its importance to the economy of Ontario, increased the provincial quota to 6,600 people, which is 600 more nominations compared with 2017.

OINP accepts applications for Ontario Express Entry, Job Offer Stream, International Graduates Streams, and Entrepreneurs Stream.

Ontario Express Entry

As part of the most popular provincial program, the Ontario’s Express Entry Human Capital Priorities Stream, the government conducted several rounds of invitations to relevant candidates.

In the first three months of the year, Ontario invited candidates on a general basis. A mandatory requirement was at least 400 points in the profile of the federal Express Entry system.

  • January 23, 2018, – 340 candidates were invited – a minimum score was 440
  • January 26, 2018 – 380 candidates were invited – a minimum score was 433
  • February 8, 2018 – 89 candidates were invited – a minimum score was 433
  • February 13, 2018 – 488 candidates were invited – a minimum score was 435
  • March 28, 2018 – 480 candidates were invited – a minimum score was 351
  • March 28, 2018 – 299 candidates were invited (francophones targeted) – a minimum score was 351

Inviting 2,076 candidates by the end of March, the government focused on two subcategories — francophones and representatives of the trade occupations. Invitations were sent every week, Blumin emphasizes:

  • April 11, 2018 – 55 candidates invited (francophones)
  • April 12, 2018 – 87 candidates invited (trade occupations)
  • April 18, 2018 – 34 candidates invited (francophones)
  • April 19, 2018 – 29 candidates (trade occupations)
  • May 2, 2018 – 36 candidates invited (francophones)
  • May 3, 2018 – 59 candidates invited (trade occupations)
  • May 9, 2018 – 18 candidates invited (francophones)
  • May 10, 2018 – 48 candidates invited (trade occupations)
  • May 16, 2018 – 30 candidates invited (francophones)
  • May 17, 2018 – 45 candidates invited (trade occupations)
  • May 23, 2018 – 34 candidates invited (francophones)
  • May 24, 2018 – 30 candidates invited (trade occupations)

After the summer break, Ontario continued to select candidates, and in September, the government abolished the mandatory requirement of 400 points in the Express Entry profile. Emphasis was placed on francophone candidates, as well as candidates who have a valid job offer from an Ontarian employer.

  • August 16, 2018 – 31 candidates were invited (francophones)
  • August 23, 2018 – 15 candidates were invited (francophones)
  • September 6, 2018 – 15 candidates were invited (francophones)
  • September 13, 2018 – 44 candidates were invited (francophones)

Beginning with August, the OINP stopped publishing the number of candidates and their scores, especially regarding candidates with an existing job offer.

The main disadvantage of the Ontario Express Entry remains the “passive” selection. The candidate has no opportunity to influence the system. The government of Ontario chooses the candidates it wants. Blumin notes that to increase the chances of being invited to this program, you should either pass the French language test or find an employer from Ontario.

Masters’ and Doctoral Steams

As in 2017, the bulk of invitations for Ontario graduates were issued in the first months of the year. Unfortunately, in these programs, there is still a system of the short-term opening of the registration window, during which the first who submit an application receives an invitation. Due to the significant number of masters and Ph.D. graduates, the system often fails to cope with the influx of visitors, and the website of the program simply stops working. As a result, the speed of the Internet and your own luck are decisive.

In 2018, the program opened on January 29 and April 5 but closed just an hour after opening.

Entrepreneurs Stream

Inviting entrepreneurs remains an important part of the development strategy of the Ontarian economy. Qualifying rounds for entrepreneurs were held almost every month:

  • February 6, 2018, 13 entrepreneurs were invited, and the minimum score was 137 points.
  • March 14, 2018, 10 entrepreneurs were invited, and the minimum score was 135 points.
  • April 16, 2018, 13 entrepreneurs were invited, and the minimum score was 132 points.
  • May 14, 2018, 10 entrepreneurs were invited, and the minimum score was 127 points.
  • August 24, 2018, 21 entrepreneurs were invited, and the minimum score was 110 points.
  • September 21, 2018, 16 entrepreneurs were invited, and the minimum score was 117 points.
  • October 23, 2018, 18 entrepreneurs were invited, and the minimum score was 110 points.
  • November 23, 2018, 15 entrepreneurs were invited, and the minimum score was 112 points.

Thus, as of today, Ontario has invited 116 entrepreneurs in 2018, summarizes Blumin.

At the moment, Ontario has used its quota of 6,600 candidates, but according to our sources in the government, the success of the OINP has led to a likely increase in the quota for 2019 to 7,000 spots.

Evgeny Blumin: “What you need to know about parental sponsorship in 2019?”

The new year is getting closer, and therefore the time of the entry of new rules for parents and grandparents’ sponsorship via Family Immigration Class. Evgeny Blumin, an immigration expert and vice president of Green Light Canada, discusses the new rules and procedures.

According to the information received by our company from the Immigration, Refugees and Citizenship Canada, acceptance of applications for parental sponsorship will begin in January of next year, and the selection process is likely to start in February. According to a recently published 2019-2021 Immigration Levels Plan, the Canadian government announced that it would accept 20,500 applications for sponsorship of parents or grandparents in 2019, and in 2020 and 2021 quotas will be 21,000 each, Blumin said.

Another major change in the process of parental sponsorship is the termination of the lottery system when selecting applications for parental sponsorship, Blumin stresses. Starting from January 2019, applications will be accepted in the “first come, first served” order. The first 20,500 full applications, supported by the appropriate package of documents, will have the opportunity to bring their relatives to Canada next year. The Canadian public has criticized this program a lot because, in fact, this program did not satisfy everyone, and because cybersecurity experts have repeatedly stated that the lottery system is vulnerable, making the possibility of manipulating the results very likely.

Another serious problem of the old system was the incompatibility of many applications with the program requirements. As a result, the second round of lottery selection was needed. For these reasons, the government decided to increase the annual quota and cancel the lottery.

Finally, the latest major change announced by the Minister of Immigration Ahmed Hussen will be the online application process. Previously, it was required to print out the entire package of documents and send it for consideration by mail or courier. However, it seems that the government is seeking to transfer the maximum number of immigration programs to electronic document management.

Regarding the basic documents that will be required for the application, Blumin said that the ministry explained that they would need the income statements of the applicants for 2016, 2017 and 2018. In 2019, Canada intends to invite 81400 immigrants via Express Entry.

2019-2021 Immigration Levels Plan

On October 31, 2018, the Immigration, Refugees and Citizenship Canada (IRCC) published a new three-year plan on levels of immigration to Canada for 2019-2021. This plan will replace the previous three-year plan published last year. According to established practice, the Minister of Immigration reviews the plan every fall to make necessary adjustments regarding the number of immigrants in all categories and programs, if necessary, in accordance with the needs of Canadian economy and society.

According to the new plan, in the next three years, Canada will increase the number of immigrants, which should have a positive impact on the country’s economy and the labour market, as well as contribute to the overall “rejuvenation” of the country’s population. The strategic goal of the plan is to strengthen the Canadian middle class, maintain population diversity, and help create a dynamic and inclusive society.

As in previous years, the government divides all immigrants into several categories:

  • Economic category
  • Family category
  • Refugees and Protected Persons
  • Humanitarian and other

Economic category

Economic immigrants are the biggest category of immigrants. These people contribute to the development of the country’s economy and its further prosperity. Canada plans to invite 191,600 economic immigrants in 2019, 195,800 in 2020, and 202,300 in 2021. These impressive numbers combine all types of immigration programs.

2019

In 2019, the government allocated 81,400 spots for federal immigration programs, 61,000 for provincial programs, 14,000 spots for caring personnel, 700 spots for business immigrants (not including provincial business immigration programs), and 2,000 for the Atlantic Pilot program.

2020

In 2020, the total number of quotas will increase. Canada plans to get 85,800 immigrants for three federal programs and 67,800 for provincial programs. With regard to the number of caregivers, the number of quotas will be reduced to 5,000, and the number of immigrants in the Atlantic Pilot program will double to 4,000 spots. The number of federal business immigrants will remain unchanged.

2021

In the last year of the new plan, the total number of economic immigrants will increase again: 88,800 spots are planned for federal programs and 71,300 for provincial programs. The number of federal business immigrants will remain the same – 700. As for the Atlantic Pilot program and caregivers, their number for 2021 will be determined in the future.

Family category

The number of quotas for the sponsorship of parents and grandparents will be 20,500 people in 2019 and 21,000 in 2020 and 2021. As for the spousal and child sponsorship – in 2019 Canada plans to get 68,000 candidates, and in 2020 and 2021 – 70,000 each year.

Refugees and Protected Persons

Canada will continue to fulfill its obligations to the global community accepting refugees from different countries. In total, the government expects to accept 46,450 refugees in 2019, 49,700 in 2020 and 51,700 in 2021.

Humanitarian and Other

Canada also allocated 4,250 spots for Humanitarian programs in 2019, 4,500 in 2020, and 4,750 in 2021.

The number of immigrants to the province of Quebec will be determined in the future.

In total, Canada plans to accept 1,021,800 immigrants in the next three years. The population of Canada has exceeded 37 million, and thus Canada is approaching the strategic goal to accept the number of immigrants that is equal to 1% of the total country’s population.
