The EMPP pairs eligible individuals with Canadian employers to overcome labor shortages in key occupations, such as:
- Nurse aids

- Long-term care aids
- Software engineers
- Web designers
- Mechanical and electrical engineers and technicians
- Tourism and hospitality workers

Launch of the New Pathway
The new pathway under the EMPP is set to launch this summer and will provide employers with more opportunities to fill in-demand jobs. The IRCC plans to welcome 2,000 qualified refugees and displaced persons to fill labour shortages via the EMPP in the next few years.
Canada’s Immigration Levels Plan 2023-2025
This new immigration pathway comes as part of Canada’s Immigration Levels Plan 2023-2025, which aims to welcome 465,000 new permanent residents this year.
Canada’s Economic Class Immigration Pathways
Canada offers more than 100 different economic class immigration pathways, including the Provincial Nominee Program (PNP) and the Express Entry system.
Unique Opportunity for Employers
The new pathway under the EMPP presents a unique opportunity for employers to fill key positions with skilled refugees and displaced persons who possess the necessary qualifications and experience.
Canada’s Commitment to Welcoming Refugees
The pathway is part of Canada’s ongoing efforts to be a welcoming country that provides opportunities for those in need. The government is renowned for its solid humanitarian values and commitment to welcoming refugees and displaced persons from around the world.
The new immigration pathway under the EMPP significantly develops Canada’s immigration landscape. It provides employers a unique opportunity to address labor shortages in key occupations while also giving skilled refugees and displaced persons a chance to build a new life in Canada. As Canada continues to welcome record levels of immigrants, the new pathway presents a timely and necessary addition to the country’s economic class immigration pathways.
