The employer should place a job posting on several resources and conduct a series of interviews with potential candidates. After carrying out all the necessary measures, he must prove that there is no proper Canadian candidate and show how the potential foreign worker is unique for this position to launch the whole process of obtaining LMIA.
Without a positive LMIA, a foreign candidate is not eligible to apply for a work permit, therefore, can not legally work in Canada.
