Canada is considering adding three new occupational categories to Express Entry in 2026, making it easier for senior managers, scientists, and military personnel to obtain permanent residency.

The government has opened public consultations until September 3, 2025, before finalizing these changes. Here’s what we know so far.


Proposed New Express Entry Categories (2026)

1️⃣ Leadership (Senior Managers)

  • Targets executives & organizational leaders

  • Aims to boost competitiveness, digital transformation, and economic growth

  • Could help fill high-level management gaps in Canadian businesses

2️⃣ Research & Innovation (Scientists & Researchers)

  • Focuses on STEM professionals driving innovation

  • Expected to enhance productivity and economic performance

  • Specific fields not yet defined

3️⃣ National Security & Defence (Military Personnel)

  • Prioritizes skilled military recruits from allied nations

  • Supports Canadian Armed Forces staffing needs


Which Existing Categories Might Continue in 2026?

IRCC is considering keeping these current priority categories:
✔ Francophone Immigration (8.5%-10% target outside Quebec)
✔ Healthcare Workers
✔ Skilled Trades (Including Construction for Housing Needs)
✔ Education Professionals
✔ STEM Occupations
✔ Agriculture & Agri-Food Workers


How Could This Affect International Students?

  • PGWP eligibility may adjust based on new categories

  • Currently, 119 fields of study qualify (178 removed in 2024)

  • Bachelor’s, Master’s, and PhD graduates exempt from field restrictions

  • Next update expected in early 2026


What Is Category-Based Selection?

Introduced in 2023, category-based draws target candidates with in-demand skills or French proficiency.

2025 Priority Categories:

✅ French-Language Proficiency
✅ Healthcare & Social Services
✅ Trades (Construction, Electricians, etc.)
✅ Education (New in 2025)

Why It Matters:

  • Lower CRS cutoffs (e.g., 475 for Healthcare vs. 534 in CEC draws)

  • Faster PR pathways for eligible candidates
